HAIR TRANSPLANTATION EDUCATION AND LEGAL STATUS

Although there is no department that directly provides undergraduate education in hair transplantation at universities, it is a medical procedure performed by plastic surgeons and dermatologists. However, since hair transplantation is partially elective compared to other medical procedures, it does not have clearly drawn legal lines like other areas of medicine. Although there are different practices in various countries around the world, there are currently England and a few EU countries that provide hair transplantation training within universities, but these remain at the initiative level. Therefore, hair transplantation training can be done legally within the framework of the relevant regulations of the Ministry of Health.

The regulation regarding hair transplantation in Turkey is determined by the “Regulation on Hair Transplantation Units” published in the Official Gazette dated 06.05.2023 and numbered 32182. The regulation regulates hair transplantation units in a total of 15 articles. Articles 7 and 8 of this regulation are given under the title of “hair transplantation training”. According to Article 7 of the regulation, hair transplantation training is provided in centers authorized by the ministry. According to Article 8 of the regulation, physicians and specialist physicians can apply for the hair transplantation practitioner certificate training program in hair transplantation training; and health professions can apply for the hair transplantation assistant practitioner certificate. The regulation in Turkey was updated by the Ministry of Health on November 3, 2023 with the decision numbered 32358, and the “Regulation on Amendments to the Regulation on Hair Transplantation Units” was published. The phrase “according to the relevant legislation of the ministry” was added to Article 7 of this regulation. In the relevant legislation, the term hair transplantation was expanded and detailed as collecting hair follicles, opening channels, and placing them in the channel, thus revealing the difference in the distribution of duties between the hair transplantation specialist and the assistant.

Although the legal regulations regarding hair transplantation in Turkey and the world are not yet fully clear, there is a constantly progressing situation. However, what is certain and clear is that physicians or specialist physicians will participate in hair transplantation specialist training and that there is no branch difference yet, and that centers authorized by the ministry can provide hair transplantation training.
